RESOLUTION NO. 3305

A RESOLUTION DEDICATING CITYWIDE SALES TAX
PROCEEDS TO TRANSPORTATION INFRASTRUCTURE AND PROPERTY TAX RELIEF.

WHEREAS, On the 10th of May 2022, the City of Atchison, Kansas did pass resolution No. 3304 submitting to qualified electors of the City a proposition levying a one percent (1.0%) retailers’ sales tax for the purposes of street, sidewalk, curb, and alley improvements, as well as property tax relief and general government services; and,

WHEREAS, That question will be voted on July 14, 2022; and,

WHEREAS, City streets and transportation infrastructure and high property tax rates have been identified as areas of concern during community surveys conducted in 2018 and 2021;

NOW, THEREFORE BE IT RESOLVED BY THE
GOVERNING BODY OF THE CITY OF ATCHISON, KANSAS:

SECTION 1: If the question is approved by the majority of voters in the City of Atchison, Kansas, and is hereby adopted, the revenue
generated will go directly toward transportation infrastructure,
meaning streets, curbs, sidewalks, and alleys, and for the purposes of property tax relief in the form of lowering of the mill levy.

SECTION 2: The City of Atchison, Kansas, will hereby appropriate seventy-five percent (75%) of the revenue generated by the retailers’ sales tax toward transportation infrastructure such as, but not limited to, streets, sidewalks, curbs, and alleys.

SECTION 3: The City of Atchison, Kansas, will hereby appropriate twenty-five percent (25%) of the revenue generated by the retailers’ sales tax toward property tax relief in the form of lowered mill levy
in the first year, and keeping the mill levy reasonably lowered in
subsequent years.

SECTION 4: This Resolution shall take effect upon its passage.
